Your household is eligible for Lifeline + the ACP if your income is 200% or less than the Federal Poverty Guidelines (see the table below).
The guidelines are based on your household size and state. This table reflects the income limit by household size, which is 200% of the 2023 Federal Poverty Guidelines. You may have to show proof of income, like a tax return or three consecutive pay stubs, when you apply for the ACP.

The Affordable Connectivity Program (ACP) is a federal government benefit program operated by the Federal Communications Commission (FCC) aimed at ensuring connectivity to eligible households. This new benefit aims to connect households to jobs, critical healthcare services, virtual classrooms, and so much more. Only one ACP per household, not per person, is allowed.
All new subscribers must demonstrate that they are eligible. In some states, a subscriber’s eligibility may be confirmed through a state database. Where a database is not available, subscribers must show proof of eligibility by demonstrating that they meet the income qualifications or participate in a qualifying program listed above.
The legislation defines “eligible household” as any household with at least one member who:
Only ONE ACP service may be obtained per household. “Household” is defined as a group of people who live together at the same address and share income or expenses, whether related or not. If more than one household receiving an ACP benefit resides at an address, consumers must complete an Independent Economic Household worksheet to show eligibility for the ACP.
Yes, there are a few simple restrictions. The Affordable Connectivity Program (ACP) service is a federal benefit program only available to individuals who participate in a qualifying government program or who are eligible based on their household income. Only one benefit per household is allowed; a household is not permitted to receive ACP benefits from multiple providers. ACP is not transferable to anyone. Customers must notify SafeLink Wireless within thirty (30) days if they no longer qualify to receive the ACP benefit.

You need to apply to the ACP separately because it’s a different program. It provides additional benefits such as Hotspot Data, which helps you work, stream, or browse the internet on your tablet or laptop from anywhere.

This service is part of the California ACP Pilot. The ACP and the Pilot are temporary programs and will end at the earlier of the ACP exhausting its available funds or two-years from the start of the Pilot. We will provide you with 30 days’ notice of the Pilot’s end date, provided the FCC gives sufficient advance notice regarding the end of ACP. Upon the end of the Pilot, you will transition to the standard free LifeLine plan (you may choose another plan).
